Luke Webster brings experience from finance, investment, and public sector management to the LPFA.

The London Pensions Fund Authority (LPFA), the £8bn Local Government Pension Scheme (LGPS) fund with around 100,000 members, has appointed Luke Webster as a new member of its board. 

Webster brings experience from finance, investment, and public sector management to the LPFA.

He currently serves as bursar of Corpus Christi, University of Oxford, where he is responsible for non-academic operations, including the management of the College’s estates and endowment to support teaching, research, and student access. 

Webster began his career in 2005 as an accountant at the London Borough of Lewisham and has since held several senior positions in finance and investment.

From 2013 to 2015, he served as chief finance and risk officer at the LPFA.

From 2015 to 2025, he was chief investment officer of the Greater London Authority (GLA), and from 2017 to 2025 he founded and led London Treasury, the GLA’s investment manager, as CEO. 

In addition to his new role at the LPFA, Webster currently serves as a non-executive director at London Treasury and is a member of the investments committee of the Masonic Charitable Foundation, one of the UK’s largest grant-making charities. 

John Preston, chair of the LPFA, said: “As a single purpose administering authority, our mission is to deliver a well-run LGPS pension fund. Our board brings together professionals from investment, local authority, and finance backgrounds, and Luke’s appointment further strengthens our governance and ability to meet our commitments.” 

Webster added: “My focus will be on supporting the LPFA and helping ensure that we continue to serve the best interests of our members and employers as we navigate the challenges and opportunities ahead.”
